The following information is translated from Chief Rabbinate of Israel Kashrus alert 015/5774 dated 7 Nissan 5774.
Kernels of corn used to make corn flour may also contain grains of wheat or barley. It is too late to separate them after grinding. This product is usually prepared by adding water, leading to possible chametz concerns.
Therefore one should not add water to corn flour on Pesach. This is the reason the Rabbinate does not give a hashgacha on the product for Pesach.
